Everyone is hoping for a better quality of life. Specifically, when it comes to health and education. We are always striving for better for ourselves and our children. So, there are many experts around the world working for the cause.

Scott Douglas Rozelle was born in 1955. He is an American development economist. Scott works as a researcher at the Freeman Spogli Institute for International Studies.

He is also one of the co-directors of the Rural Education Action Program (REAP) at Stanford University. So, he invested almost 30 years researching the agriculture, economics, and education of mainland China

Scott highlights agricultural policies, economic Institutions and poverty and equality in China in most of his research works. In the past years, Scott has released over 300 articles.

These articles subjected to the over-development problems of China. Some of these journals are the Journal of Economic Literature, Science, Nature, and The American Economic Review. Scott kept making efforts in order to improve the living condition of the school-aged children.

He suggested many plans for nutrition and education efficiency. He also suggested that education in China has downsides which can reflect noticeable test disadvantages to the poor people.

Even if we give billions of Yuan to the education system, it will go to the waste if students are not in proper health condition. He gathered the information that around 40% of the students in 4th and 5th grade suffer from iron-deficiency anaemia.

So, in response to his findings, the Chinese government installed a policy which would provide healthy lunches to a poor child at a cost of 3 to 4 yuan.

But, Scott estimated providing only two servings at a cost of 7 to 8 yuan, which would contain fresh vegetables and meat. He suggested that this meal would provide a sufficient amount of iron needed for the poor children, which they were not getting in previous lunches.

Since his childhood, Scott’s interests shifted towards agriculture. This was because his father was an agricultural economist. And despite being born and raised in an English-speaking country Scott learnt Chinese.

This was because the US government made efforts to enhance the Chinese language. This policy was brought before diplomatic relations with China were established.

Aside from this, he completed his graduation from Cornell University. In 1979, he received his B.S. degree from the Haas School of Business at the University of California, Berkeley.

Then he worked on his master’s degree. In between, he tried to research “the system of contract labour in rural areas”. But sadly, failed. So, he accepted the offer from the Nanjing Agricultural University to become an instructor of Western economics.

In 1991, he gained his Ph.D. degree from the Department of Agricultural Economics at Cornell University. His subjects were poverty alleviation in rural areas”. 

Professional Career of Scott Rozelle

Scott co-founded the Center for Chinese Agricultural Policy, which later became a part of the Chinese Academy of Sciences. From 1990 to 1997, he served as an assistant professor at the Food Research Institute at Stanford University.

Then he performed as a professor of Agricultural and Resource Economics at the University of California, Davis. And since 2006, he served as the fellow of a Helen Farnsworth Endowed Senior. 

Awards and Honours

Scott received various awards and recognition for his work throughout his career. In 2008, he won the Friendship Award from the Chinese Government. In the following year, he received the National Science and Technology Collaboration Award as well.

Scott’s work and drive have not only improved the state of education, health, and quality of life of the underprivileged. But also positively impacted relations with China and its people. 

His pure intentions to bring positive change to the lives of people is something truly admirable. There is a lot we can learn from his work and also work towards making the world a better place for all.
